الجواب باختصار لأن الاحرف الصوتية قد تجتمع منها عدة حروف لتشكل صوت واحد يتم كتابته صوتيا برمز واحد فقط , أم الاحرف الساكنة فأغلبها ثابت و يتم رسم كل حرف برمز واحد ... و إذا تم دمج حرفين مع بعض مثلا فسيكون لدينا fricatives
