the other possibility is just to highlight the quality and quantity of the green color of the thing wich is meant while talking
I think you're right and the meaning depends on the context itself :wink:
"As green as grass" also means that sb is inexperinced or sth is very green as you've mentioned
An emerald is as green as grass; A ruby is as red as blood ... etc *sla

When you say sb is "as green as grass"that may mean that s/he is sick
