تعزيز التلاحم الاجتماعي Promoting social cohesion
لقد اتضح الدور الرئيسي للتلاحم الاجتماعي في قدرة اقتصاد ما على دعم النمو - لاسيما إثر التعرض لصدمات خارجية - في سائر أقطار العالم و ربما أبرزها منطقة شرق آسيا مع وجود بعض الاستثناءات. ويزداد التلاحم الاجتماعي في المجتمع عندما يكون هذا المجتمع متجانس نسبياً (إما لأسباب دينية أوعرقية أو بسبب الانخفاض الشديد في تفاوت الدخل أو الثراء مثلاً)، كما يمكن أن يزداد التلاحم الاجتماعي في المجتمعات المتنوعة اجتماعياً، شرط توفر مؤسسات قوية كفاية لتحقيق الوساطة في تنازع المصالح بين الفئات الاجتماعية. وقد لوحظ سلفاً جانباً من جوانب التلاحم الاجتماعي في الأقطار العربية متمثلاً بمظهر التكافل مع الشرائح الأكثر فقرا ًفي المجتمع من خلال الشبكات الاجتماعية والدعم الخيري، غير أن التفاوت المستمر في الدخل أو الإمكانيات والفرص من شأنه أن يرهق التلاحم الاجتماعي على المدى البعيد.
The central role of social cohesion in the ability of an economy to sustain growth, especially following external shocks, has been demonstrated in countries round the world, perhaps most evidently (although with exceptions) in East Asia. Social cohesion can be high when a society is relatively homogenous (for example, because of religious and ethnic homogeneity or very low income or wealth inequalities. Social cohesion can also be high in socially diverse societies, provided that there are sufficiently strong institutions for mediating conflicts of interest among social groups. One aspect of social cohesion in Arab countries, the expression of solidarity with the poorest segments of society through social networks and charitable support, has already been noted, but persistent inequality of income or of capabilities and opportunities, inevitably places strains on social cohesion in the long run.
و سيعتمد تعزيز التلاحم الاجتماعي الأساسي في العالم العربي بصورة حاسمة على تحسين الحقوق السياسية والمشاركة والتضمين السياسي والاجتماعي والاقتصادي كما سنبحثه في الفصل السابع. و لن يؤدي المضي في هذا المسار إلى دفع مبالغ إيجابية ضخمة لأجل المجتمعات والاقتصاديات فحسب، بل سيساعدها كذلك على أن تكون مرنة إزاء عواقب الصدمات الاقتصادية المتزايدة المصاحبة للعولمة (التي ممكن أن تكون مهلكة لاسيما للدول ذات التلاحم الاجتماعي المتدني). وعلاوة على هذا، من الحصافة أن نرى الحروب الأهلية بصفتها أمثلة لانهيار التلاحم الاجتماعي على الصعيد الوطني. وبالنظر إلى التأثيرات المروعة لمثل هذه النزاعات فإنه نبغي أن يكون تعزيز الحقوق والتضمين السياسي في قمة الأسبقيات من أجل الحفاظ على الوحدة الوطنية والسلام.
Enhancing essential social cohesion in the Arab world will depend critically on improving political rights and political, social and economic participation and inclusion, as will be discussed in chapter 7. Moving in this direction will not only pay large positive dividends for societies and economies it will also help them to be resilient in the face of the consequences of the increased economic shocks associated with globalization (which can be especially devastating for countries with low social cohesion). Moreover, it is reasonable to view civil wars as examples of the breakdown of social cohesion at the national level. Given the horrifying effects of such conflicts, enhancing political rights and inclusion should be a top priority for maintaining national integrity and peace.
إن استثمار كامل إمكانيات الأفراد كما نوهنا سابقاًً وتحقيق النمو الاقتصادي يعتمد على الموارد والقدرات البشرية، وتحتاج المجتمعات كي تكون ناجحة وصالحة للعيش إلى أن تبذل قصارى جهدها لتجنيد هذه القدرات والعمل على ضمان توظيفها وتأدية واجبها بطريقة أفضل. ومع هذا تظل هناك فجوات كبيرة في عملية تجنيد القدرات البشرية في الأقطار العربية.
Tapping the full potential of all as noted earlier, economic growth relies on human resources and capabilities. To be successful and livable, societies need to do their best to mobilize these capabilities and seek to ensure their optimal deployment and fulfillment. However, significant gaps remain in the mobilization of human capabilities in Arab countries.
ومن أبرزها بقاء المرأة على الهامش ودون نفع في جميع الميادين لاسيما من حيث جهودها الاقتصادية والفكرية والقيادية. و لما كان عدد النساء في أي مجتمع يساوي أو يزيد على نصف عدد سكانه، فإن إهمال قدراتهن هو بمثابة تعطيل نصف إمكانيات البلد. وقد تفاقم هذا الوضع حيث أنه حتى في تلك الحالات التي تشارك فيها المرأة في الميدان الاقتصادي تجدهن يعانين من نقص استثنائي في الفرص يتجلى في الوضع المهني والأجور والتمييز المهني القائم على نوع الجنس بالإضافة إلى حواجز أخرى، وتمنع هذه العوامل من اندماج المرأة التام في الحياة الاقتصادية والفكرية لبلدها. وسيكون للسياسات والأنظمة التي بوسعها أن تحرر نصف سكان الأقطار العربية أثراً إيجابياً على النمو الاقتصادي والتلاحم الاجتماعي.
The most obvious of these gaps is that Arab women remain marginalized and under -utilized in all arenas, notably in terms of their economic, intellectual and leadership potential. As women number in any society is equal to half or more of any population, neglecting their capabilities is akin to crippling half the potential of a nation. This is exacerbated by the fact that even in those cases where some women are part of the economic arena, they suffer from extraordinary opportunity deficits, evident in employment status, wages, gender -based occupational segregation and other barriers. These factors block the full integration of women into the economic and intellectual life of their countries. Policies and regulations that can liberate half of the population of Arab countries will have a positive impact on economic growth and social cohesion.
و يشوه استمرار تشغيل الأطفال إمكانيات التوظيف الأفضل للقدرات البشرية في الحد المتوسط، إذ أن تشغيل الأطفال أمر مستهجن أخلاقياً وسيء اقتصادياً وإن هذا الشكل من الاستغلال هو أولاً وقبل كل شيء ضد حقوق الطفل المتفق عليها بالإجماع في المجتمع الدولي، كما أنه يحرم الطفل من التعليم الذي ينمي مهاراته، وبالتالي يرهن ذاتياً الاحتمالات المستقبلية لذاك الطفل ذكراً كان أم أنثى في القوة العاملة. لذا ينبغي أن تهدف السياسات إلى تصحيح بنية الحوافز المشوهة التي تجبر الأطفال العرب على السعي وراء العمل بدلاً من التعليم الذي يعود بالنفع عليهم وعلى مجتمعاتهم في الحد المتوسط.
Prospects for optimizing human capabilities over the medium term are deformed by the persistence of child labour. Child labour is both reprehensible and bad for economic. This form of exploitation is first and foremost against the Rights of the Child as established by consensus in the international community it also deprives the child of a skills-enhancing education, thereby automatically mortgaging his or her future potential in the work force. Policies should aim to correct the distorted incentive structure that forces Arab children to
seek work rather than an education that benefits them and their societies in the medium term
